ಸಾಮಾಜಿಕ ಮಾಧ್ಯಮ ಕ್ಷೇತ್ರದ ಪ್ರಮುಖ ದಿಗ್ಗಜವಾಗಿರುವ ‘ಮೆಟಾ’ (Meta) ಕಂಪನಿ, ಭಾರತ ಸರ್ಕಾರದ ಮುಂದೆ ತನ್ನ ಗಂಭೀರ ತಪ್ಪುಗಳನ್ನು ಒಪ್ಪಿಕೊಂಡಿರುವುದು ದೇಶದ ಡಿಜಿಟಲ್ ನೀತಿ (Digital Policy) ವಲಯದಲ್ಲಿ ಚರ್ಚೆಗೆ ಕಾರಣವಾಗಿದೆ.
ಫೇಸ್ಬುಕ್, ಇನ್ಸ್ಟಾಗ್ರಾಮ್ ಹಾಗೂ ವಾಟ್ಸಾಪ್ಗಳ ಒಡೆತನ ಹೊಂದಿರುವ ಮೆಟಾ, ಪ್ರಧಾನಮಂತ್ರಿ ನರೇಂದ್ರ ಮೋದಿ (Narendra Modi) ಅವರ ವಿಡಿಯೋವನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ತೆಗೆದುಹಾಕಿದ ಪ್ರಕರಣ ಹಾಗೂ ಕಾನೂನುಬಾಹಿರ ವಿಷಯಗಳಿಗೆ ಹಣ ಪಡೆದು ಪ್ರಚಾರ ನೀಡಿದ ವಿಷಯಗಳಲ್ಲಿ ಕ್ಷಮೆಯಾಚನೆ ಮಾಡಿದೆ.
ಉನ್ನತ ಮೂಲಗಳ ಪ್ರಕಾರ, ಮೆಟಾ ಮುಖ್ಯಸ್ಥ ಮಾರ್ಕ್ ಜುಕರ್ಬರ್ಗ್ (Mark Zuckerberg) ಅವರು ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬಳಿ ಈ ಗಂಭೀರ ಲೋಪಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಮೋದಿ ವಿಡಿಯೋ ಡಿಲೀಟ್: ತಾಂತ್ರಿಕ ದೋಷವೇ?
ಕಳೆದ ಜುಲೈ 23ರಂದು ಪ್ರಧಾನಮಂತ್ರಿ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ಹಂಚಿಕೊಂಡಿದ್ದ ಒಂದು ವಿಡಿಯೋವನ್ನು ಮೆಟಾ ಒಡೆತನದ ಫೇಸ್ಬುಕ್ ಮತ್ತು ಇನ್ಸ್ಟಾಗ್ರಾಮ್ ವೇದಿಕೆಗಳಿಂದ ಏಕಾಏಕಿ ತೆಗೆದುಹಾಕಲಾಗಿತ್ತು. ನಂತರ ಆ ವಿಡಿಯೋವನ್ನು ಮರುಸ್ಥಾಪನೆ ಮಾಡಲಾಗಿತ್ತು.
ಈ ಘಟನೆಯನ್ನು ಕೇಂದ್ರ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ಮತ್ತು ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಸಚಿವಾಲಯ (MeitY) ತೀವ್ರವಾಗಿ ಖಂಡಿಸಿತ್ತು. “ತಾಂತ್ರಿಕ ದೋಷದಿಂದ ವಿಡಿಯೋ ತೆಗೆದುಹಾಕಲಾಗಿದೆ” ಎಂಬ ಮೆಟಾ ಸಮಜಾಯಿಷಿ ಸರ್ಕಾರಕ್ಕೆ ತೃಪ್ತಿ ನೀಡಲಿಲ್ಲ.
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಮೆಟಾ ಪ್ರತಿನಿಧಿಗಳಿಗೆ ಸಮನ್ಸ್ ಜಾರಿ ಮಾಡಿ ವಿಚಾರಣೆ ನಡೆಸಲಾಗಿದ್ದು, ಈ ಗಂಭೀರ ಲೋಪಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಇದೀಗ ಕಂಪನಿ ಕ್ಷಮೆಯಾಚಿಸಿದೆ.

ನವದೆಹಲಿಯಲ್ಲಿ ನಡೆದ ಉನ್ನತ ಮಟ್ಟದ ಸಭೆಯಲ್ಲಿ, ಕೇಂದ್ರ ಐಟಿ ಸಚಿವ ಅಶ್ವಿನಿ ವೈಷ್ಣವ್, ಐಟಿ ಕಾರ್ಯದರ್ಶಿ ಎಸ್. ಕೃಷ್ಣನ್ ಸೇರಿದಂತೆ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಮೆಟಾದ ಗ್ಲೋಬಲ್ ಅಫೇರ್ಸ್ ಅಧಿಕಾರಿ ಜೋಯಲ್ ಕಪ್ಲಾನ್ ನೇತೃತ್ವದ ನಿಯೋಗ ಸುಮಾರು 45 ನಿಮಿಷಗಳ ಕಾಲ ಚರ್ಚೆ ನಡೆಸಿತು. ಈ ವೇಳೆ,
- ಮಕ್ಕಳ ಮೇಲಿನ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ (CSEAM) ಸಂಬಂಧಿತ ವಿಷಯಗಳು

ಇವುಗಳನ್ನು ಹೆಚ್ಚು ಜನರಿಗೆ ತಲುಪಿಸಲು ಹಣ ಪಡೆದು ಬೂಸ್ಟ್ ಮಾಡಿರುವುದನ್ನು ಮೆಟಾ ಅಧಿಕಾರಿಗಳು ಒಪ್ಪಿಕೊಂಡಿದ್ದಾರೆ. ಕಂಪನಿ ಈ ಬಗ್ಗೆ ಪಶ್ಚಾತ್ತಾಪ ವ್ಯಕ್ತಪಡಿಸಿದ್ದು, ಹೆಚ್ಚಿನ ವಿವರಣೆಗಾಗಿ ಮತ್ತೆ ಅಧಿಕಾರಿಗಳನ್ನು ಕರೆಯುವ ಸಾಧ್ಯತೆ ಇದೆ.

ಭಾರತದ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಕಾಯ್ದೆಯ ಅಡಿಯಲ್ಲಿ, ಮೆಟಾ ಕೇವಲ ಮಧ್ಯವರ್ತಿ ಪ್ಲಾಟ್ಫಾರ್ಮ್ ಅಲ್ಲ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಸ್ಪಷ್ಟಪಡಿಸಿದೆ.
ಬಳಕೆದಾರರಿಗೆ ಯಾವ ವಿಷಯ ತೋರಿಸಬೇಕು ಎಂಬುದನ್ನು ಮೆಟಾ ತನ್ನ ಅಲ್ಗಾರಿದಮ್ ಮೂಲಕ ನಿರ್ಧರಿಸುವುದರಿಂದ, ‘ಸೇಫ್ ಹಾರ್ಬರ್’ (ಕಾನೂನು ರಕ್ಷಣೆ) ನಿಯಮಗಳು ಕಂಪನಿಗೆ ಅನ್ವಯಿಸುವುದಿಲ್ಲ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ.
ಸಂಸದೀಯ ಸಮಿತಿಯ ಕಠಿಣ ನಿಲುವು
ಬಿಜೆಪಿ ಸಂಸದ ನಿಶಿಕಾಂತ್ ದುಬೆ ನೇತೃತ್ವದ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಸಂಬಂಧಿತ ಸಂಸದೀಯ ಸ್ಥಾಯಿ ಸಮಿತಿಯು ಕೂಡ ಈ ವಿಷಯದ ಕುರಿತು ಕಠಿಣ ನಿಲುವು ತೆಗೆದುಕೊಂಡಿದೆ.

ಮಕ್ಕಳ ಮೇಲಿನ ದೌರ್ಜನ್ಯ ಹಾಗೂ ಮಹಿಳೆಯರ ವಿರುದ್ಧದ ಅವಹೇಳನಕಾರಿ ಕಂಟೆಂಟ್ಗಳನ್ನು ಪ್ರಸಾರ ಮಾಡುವ ಪ್ಲಾಟ್ಫಾರ್ಮ್ಗಳ ವಿರುದ್ಧ ಕಠಿಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಸಮಿತಿ ಒತ್ತಾಯಿಸಿದೆ.
ಕಟ್ಟುನಿಟ್ಟಿನ ನಿಯಮ ಪಾಲನೆಗೆ ಸೂಚನೆ
ಭಾರತದಲ್ಲಿ ಕೋಟ್ಯಂತರ ಜನರು ಫೇಸ್ಬುಕ್, ಇನ್ಸ್ಟಾಗ್ರಾಮ್ ಮತ್ತು ವಾಟ್ಸಾಪ್ ಬಳಸುತ್ತಿರುವ ಹಿನ್ನೆಲೆ, ದೇಶದ ಕಾನೂನುಗಳು ಮತ್ತು ಸುರಕ್ಷತಾ ನಿಯಮಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸಲೇಬೇಕು ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಸ್ಪಷ್ಟ ಸೂಚನೆ ನೀಡಿದೆ.

Meta Admits Serious Lapses, Zuckerberg Apologises to Indian Government
Global social media giant Meta has admitted to serious lapses before the Government of India, triggering widespread discussion in the country’s digital policy circles. The company, which owns Facebook, Instagram, and WhatsApp, has apologised for temporarily removing a video posted by Prime Minister Narendra Modi and for promoting illegal content through paid amplification.
According to high-level sources, Meta CEO Mark Zuckerberg has expressed regret to the Central Government over these incidents.
PM Modi Video Removal: Technical Glitch?
On July 23, a video shared by Prime Minister Narendra Modi was abruptly removed from Meta-owned platforms Facebook and Instagram. The video was later restored.
The Ministry of Electronics and Information Technology (MeitY) strongly condemned the incident. Meta’s explanation that the removal was due to a “technical error” failed to satisfy the government.
Following this, Meta representatives were summoned and questioned by authorities. The company has now formally apologised for the lapse.
Paid Boosting of Illegal Content
During a high-level meeting held in New Delhi, a Meta delegation led by Global Affairs Chief Joel Kaplan met Union IT Minister Ashwini Vaishnaw and IT Secretary S. Krishnan, along with other senior officials, for a 45-minute discussion.
During the meeting, Meta officials admitted to promoting certain types of harmful and illegal content through paid boosting, including:
- Child Sexual Exploitative and Abuse Material (CSEAM)
- Deepfake videos
- Other unlawful content
The company expressed regret over allowing such content to gain wider reach. Authorities may summon Meta officials again for further clarification.
Government Warns on ‘Safe Harbour’ Protection
The Central Government has made it clear that Meta cannot be treated merely as an intermediary under India’s Information Technology laws.
Officials stated that since Meta actively determines what content users see through its algorithms, the company may not be eligible for ‘safe harbour’ protections (legal immunity).
Parliamentary Panel Takes Strong Stand
The Parliamentary Standing Committee on Information Technology, chaired by BJP MP Nishikant Dubey, has also taken a strong stance on the issue.
The panel has called for strict action against platforms that allow the spread of abusive content, especially those involving child exploitation and derogatory material targeting women.
Strict Compliance Directive Issued
With millions of Indians using Facebook, Instagram, and WhatsApp, the government has directed Meta to strictly comply with Indian laws and safety regulations.
These developments indicate the possibility of tighter regulatory oversight of social media platforms in the near future.
