ಮಲೆನಾಡಿನ ಪ್ರಮುಖ ಪ್ರವಾಸಿ ತಾಣ ಹಾಗೂ ಶಿವಮೊಗ್ಗ (Shivamogga) ಜಿಲ್ಲೆಯ ಪ್ರವಾಸಿಗರ ನೆಚ್ಚಿನ ತಾಣವಾಗಿರುವ ಸಕ್ರೆಬೈಲು ಆನೆ ಬಿಡಾರ (Sakrebailu Elephant Camp) ಸದ್ಯದಲ್ಲೇ ಸಾರ್ವಜನಿಕರ ಪ್ರವೇಶಕ್ಕೆ ಮುಕ್ತವಾಗುವ ನಿರೀಕ್ಷೆ ಮೂಡಿದೆ.
ದುಬಾರೆ ಆನೆ ಶಿಬಿರದಲ್ಲಿ ನಡೆದ ಘಟನೆಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕಳೆದ ಎರಡು ತಿಂಗಳಿಂದ ಪ್ರವಾಸಿಗರ ಪ್ರವೇಶವನ್ನು ನಿರ್ಬಂಧಿಸಲಾಗಿತ್ತು. ಇದೀಗ ಪ್ರವಾಸಿಗರ ಸುರಕ್ಷತೆ ಹಾಗೂ ಆನೆಗಳ ರಕ್ಷಣೆಗೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಿ, ಸರ್ಕಾರದ ನಿಗದಿತ SOP (Standard Operating Procedure) ನಿಯಮಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸಿ ಬಿಡಾರವನ್ನು ಪುನರಾರಂಭಿಸಲು ಅರಣ್ಯ ಇಲಾಖೆ ಸಿದ್ಧತೆ ನಡೆಸುತ್ತಿದೆ.
ಆಗಸ್ಟ್ 15ರಿಂದ ಸಕ್ರೆಬೈಲು ಆನೆ ಬಿಡಾರವನ್ನು ಪ್ರವಾಸಿಗರ ವೀಕ್ಷಣೆಗೆ ಮುಕ್ತಗೊಳಿಸುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಆದರೆ ಪುನರಾರಂಭದ ಅಂತಿಮ ದಿನಾಂಕವನ್ನು ಅಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿಸಿ ಅಧಿಕೃತವಾಗಿ ನಿಗದಿಪಡಿಸಲಾಗುತ್ತದೆ. ಬಿಡಾರ ಆರಂಭಕ್ಕೂ ಮುನ್ನ ಅಗತ್ಯವಿರುವ ಎಲ್ಲ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಲು ಅರಣ್ಯ ಇಲಾಖೆ ಕ್ರಮ ಕೈಗೊಂಡಿದೆ.
ಆನೆಗಳನ್ನು ಮುಟ್ಟಲು ಅವಕಾಶವಿಲ್ಲ
ಈ ಬಾರಿ ಸಕ್ರೆಬೈಲು ಆನೆ ಬಿಡಾರಕ್ಕೆ ಭೇಟಿ ನೀಡುವ ಪ್ರವಾಸಿಗರಿಗೆ ಕೆಲವು ಕಟ್ಟುನಿಟ್ಟಿನ ನಿಯಮಗಳು ಅನ್ವಯವಾಗಲಿವೆ. ವಿಶೇಷವಾಗಿ ಪ್ರವಾಸಿಗರು ಆನೆಗಳನ್ನು ನೇರವಾಗಿ ಮುಟ್ಟಲು ಅಥವಾ ಅವುಗಳ ಸಮೀಪಕ್ಕೆ ತೆರಳಲು ಅವಕಾಶ ಇರುವುದಿಲ್ಲ. ಸುರಕ್ಷಿತ ಅಂತರದಿಂದಲೇ ಆನೆಗಳನ್ನು ವೀಕ್ಷಿಸಬೇಕಾಗುತ್ತದೆ.
ಪ್ರವಾಸಿಗರು ಹಾಗೂ ಆನೆಗಳ ನಡುವೆ ನಿಗದಿತ ಅಂತರವನ್ನು ಕಾಯ್ದುಕೊಳ್ಳುವ ಮೂಲಕ ಯಾವುದೇ ರೀತಿಯ ಅನಾಹುತ ಸಂಭವಿಸದಂತೆ ಮುನ್ನೆಚ್ಚರಿಕೆ ವಹಿಸಲಾಗುತ್ತಿದೆ. ಪ್ರವಾಸಿಗರ ಚಟುವಟಿಕೆಗಳ ಮೇಲೂ ಸಿಬ್ಬಂದಿ ನಿರಂತರ ನಿಗಾ ಇರಿಸಲಿದ್ದಾರೆ.
ಮಾನವ–ಆನೆ ಸಂಘರ್ಷ ತಡೆಗೆ ವಿಶೇಷ ವ್ಯವಸ್ಥೆ
ಆನೆಗಳು ಮತ್ತು ಪ್ರವಾಸಿಗರ ನಡುವೆ ಸುರಕ್ಷಿತ ಅಂತರ ಕಾಯ್ದುಕೊಳ್ಳುವುದರ ಜೊತೆಗೆ ಮಾನವ–ಆನೆ ಸಂಘರ್ಷದ ಸಾಧ್ಯತೆಗಳನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಬಿಡಾರದಲ್ಲಿ ಹಲವು ಸುರಕ್ಷತಾ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಇದರ ಭಾಗವಾಗಿ ಕೆಂಪು ಮತ್ತು ಹಸಿರು ಮಾರ್ಗಗಳ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗಿದ್ದು, ಪ್ರವಾಸಿಗರ ಸಂಚಾರವನ್ನು ನಿಯಂತ್ರಿತ ರೀತಿಯಲ್ಲಿ ನಿರ್ವಹಿಸಲು ಯೋಜಿಸಲಾಗಿದೆ.
ಇದರೊಂದಿಗೆ ಬಿಡಾರದ ಪ್ರಮುಖ ಸ್ಥಳಗಳಲ್ಲಿ ಹೆಚ್ಚುವರಿ CCTV ಕ್ಯಾಮೆರಾಗಳನ್ನು ಅಳವಡಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಪ್ರವಾಸಿಗರ ಚಲನವಲನ ಹಾಗೂ ಆನೆಗಳ ಚಟುವಟಿಕೆಗಳ ಮೇಲೆ ನಿಗಾ ಇಡಲು ಸಾಧ್ಯವಾಗಲಿದೆ. ಯಾವುದೇ ಅಸಹಜ ಪರಿಸ್ಥಿತಿ ಕಂಡುಬಂದಲ್ಲಿ ತಕ್ಷಣವೇ ಕ್ರಮ ಕೈಗೊಳ್ಳುವ ಉದ್ದೇಶದಿಂದ ಮೇಲ್ವಿಚಾರಣಾ ವ್ಯವಸ್ಥೆಯನ್ನು ಮತ್ತಷ್ಟು ಬಲಪಡಿಸಲಾಗಿದೆ.

SOP ಅನುಷ್ಠಾನಕ್ಕೆ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆ
ಸರ್ಕಾರದ ಮಾರ್ಗಸೂಚಿಯಂತೆ ಅಗತ್ಯವಿರುವ SOP ನಿಯಮಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅರಣ್ಯ ಇಲಾಖೆ ಮುಂದಾಗಿದೆ. ಇದಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯೂ ನಡೆಯುತ್ತಿದ್ದು, ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಂಡ ಬಳಿಕ ಉಳಿದಿರುವ ಅಗತ್ಯ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಂಡು ಬಿಡಾರವನ್ನು ಅಧಿಕೃತವಾಗಿ ಪ್ರವಾಸಿಗರಿಗೆ ತೆರೆಯುವ ಸಾಧ್ಯತೆಯಿದೆ.
ಕಳೆದ ಎರಡು ತಿಂಗಳಿಂದ ಸಕ್ರೆಬೈಲು ಆನೆ ಬಿಡಾರಕ್ಕೆ ಪ್ರವಾಸಿಗರ ಪ್ರವೇಶ ನಿರ್ಬಂಧಿಸಲಾಗಿದ್ದರಿಂದ ಸ್ಥಳೀಯ ಪ್ರವಾಸೋದ್ಯಮದ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರಿತ್ತು. ಇದೀಗ ಬಿಡಾರ ಪುನರಾರಂಭಗೊಳ್ಳುವ ನಿರೀಕ್ಷೆ ಮೂಡಿರುವುದು ಪ್ರವಾಸಿಗರು, ಸ್ಥಳೀಯರು ಹಾಗೂ ಪ್ರವಾಸೋದ್ಯಮಕ್ಕೆ ಸಂಬಂಧಿಸಿದವರಲ್ಲಿ ಸಂತಸ ಮೂಡಿಸಿದೆ.
ಸುರಕ್ಷತೆಗೆ ಆದ್ಯತೆ
ಸಕ್ರೆಬೈಲು ಆನೆ ಬಿಡಾರವನ್ನು ಪುನರಾರಂಭಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ ಪ್ರವಾಸಿಗರ ಸುರಕ್ಷತೆ, ಆನೆಗಳ ಕಲ್ಯಾಣ ಹಾಗೂ ಅರಣ್ಯ ಇಲಾಖೆಯ ನಿಯಮಗಳ ಪಾಲನೆಗೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಲಾಗುತ್ತಿದೆ. ಎಲ್ಲ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳು ಪೂರ್ಣಗೊಂಡು ಅಧಿಕಾರಿಗಳಿಂದ ಅಂತಿಮ ಅನುಮೋದನೆ ದೊರೆತ ಬಳಿಕ ಪ್ರವಾಸಿಗರಿಗೆ ಅಧಿಕೃತ ಪ್ರವೇಶ ಕಲ್ಪಿಸಲಾಗುತ್ತದೆ.
ಆಗಸ್ಟ್ 15ರಿಂದ ಬಿಡಾರ ಪುನರಾರಂಭವಾಗುವ ನಿರೀಕ್ಷೆಯಿದ್ದರೂ, ಅಂತಿಮ ದಿನಾಂಕವನ್ನು ಅರಣ್ಯ ಇಲಾಖೆ ಅಧಿಕೃತವಾಗಿ ಪ್ರಕಟಿಸಿದ ಬಳಿಕವೇ ಖಚಿತವಾಗಲಿದೆ.
Good News for Tourists: Sakrebailu Elephant Camp Likely to Reopen Soon
Shivamogga, Aug. 8: There is good news for tourists and local residents as the popular Sakrebailu Elephant Camp in Shivamogga is likely to reopen to the public soon. The camp, a major tourist attraction in the Malnad region, has remained closed for the past two months following the incident at the Dubare Elephant Camp.
The Forest Department is now making preparations to reopen Sakrebailu Elephant Camp by strictly implementing all government-mandated Standard Operating Procedures (SOPs) and strengthening safety measures for both tourists and elephants.
Camp May Reopen from August 15
The elephant camp is expected to reopen from August 15, although the final date is yet to be officially confirmed. The Forest Department is expected to take a final decision after a meeting of the concerned officials.
Before reopening the camp, the department is working to complete all necessary safety arrangements and ensure strict compliance with the prescribed SOPs.
Tourists Not Allowed to Touch Elephants
Under the revised safety guidelines, tourists will not be allowed to touch the elephants this time. Visitors will have to maintain a safe distance and observe the elephants only from designated areas.
The restrictions have been introduced to prevent unwanted incidents and ensure the safety of both visitors and elephants.
Red and Green Routes Introduced
As part of measures to prevent human-elephant conflict and regulate tourist movement, the Forest Department has introduced red and green routes within the camp.
The movement of visitors will be regulated through these designated routes to maintain a safe distance from the elephants and avoid unnecessary interaction.
Additional CCTV Cameras Installed
The department has also strengthened surveillance arrangements by installing additional CCTV cameras at important locations inside the camp.
The enhanced surveillance system will help officials monitor tourist movement as well as elephant activities. It is also expected to enable the staff to respond quickly to any unexpected situation.
SOP Tender Process Underway
The tender process related to the implementation and management of the required SOP measures is currently underway. Once the process is completed and all necessary safety arrangements are put in place, the camp will be officially reopened for tourists.
The prolonged closure of Sakrebailu Elephant Camp had affected visitors and the local tourism sector. The expected reopening has therefore brought relief and excitement among tourists, local residents and tourism-related stakeholders.
Safety to Remain the Priority
The Forest Department is giving top priority to tourist safety, elephant welfare and strict adherence to government guidelines while preparing for the reopening.
Although the camp is expected to reopen around August 15, the final reopening date will be confirmed and officially announced by the Forest Department after completion of all required procedures and approvals.
