The union Home Minister and Cooperation Minister, Amit Shah convened a high-level meeting in the national capital with the aim of eradicating Left-Wing Extremism (LWE), emphasized the need to take prompt action to eliminate Left-Wing Extremism in the next 2 years.
He said that under the leadership of Prime Minister Narendra Modi, success has been achieved in curbing leftist extremism in the last few years and now this fight has reached to a decisive phase. He said that with the determination of Prime Minister Modi and the cooperation of all the states affected by Left Wing Extremism, major successes have been achieved against it in 2022 and 2023.
Shah highlighted several key initiatives aimed at tackling LWE. Since 2019, the government has been actively reducing vacuum areas, establishing 195 new CAPF camps, with plans for 44 more. Deployment of CAPFs against LWE, rationalizing development efforts, and establishing camps in vulnerable areas are among the top priorities of the Modi government.
Maintaining constant surveillance in areas liberated from LWE to prevent any resurgence was emphasized, along with monitoring to ensure that LWE individuals from eradicated regions do not find refuge in other states.
Shah noted the Modi government’s zero-tolerance policy towards LWE since 2014, resulted in the lowest levels of violence and deaths recorded in four decades. There has been a significant decline in LWE-related violence (52%), deaths (69%), security forces deaths (72%), and civilian deaths (68%) between 2014 and 2023, compared to the period from 2005 to 2014.

Shah highlighted the collaborative efforts of the National Investigation Agency (NIA) and the Enforcement Directorate (ED) in tackling LWE financing. He called for joint efforts by affected states, involving both civil and police administration, to dismantle the financial support network for LWE. The government has also increased the ex-gratia amount for LWE victims from Rs 5 lakh to Rs 20 lakh in 2017, and it has now been further raised to Rs 40 lakh.
To accelerate development in LWE-affected states, the Modi government is taking various measures. Special attention is being given to areas such as road construction, telecommunication, financial inclusion, skill development, and education. Under the Special Central Assistance (SCA) scheme, over 14,000 projects have been launched to boost development in the most affected districts, with more than 80% of these projects already completed.
Rs 3,296 crore has been released to LWE-affected states under this scheme. Additionally, projects worth Rs 992 crore have been sanctioned under the Special Infrastructure Scheme (SIS) to construct Fortified Police Stations, strengthen State Intelligence branches, and bolster Special Forces in LWE-affected states. Over the past nine years, the Modi government has more than doubled the Security Related Expenditure (SRE) compared to the previous period, further underlining its commitment to addressing LWE challenges.
As the year unfolds, Shri Amit Shah’s resolve to eliminate Left Wing Extremism within the next two years stands as a testament to the government’s unwavering commitment to peace, security, and development in affected regions.
