“ವಿಕಸಿತ ಭಾರತ @2047” (Viksit Bharat 2047) ಗುರಿಯನ್ನು ಸಾಧಿಸುವ ಭಾಗವಾಗಿ ನೇಷನ್ ಫಸ್ಟ್ ಪಾಲಿಸಿ ರಿಸರ್ಚ್ ಅಂಡ್ ಚೇಂಜ್ ಫೌಂಡೇಶನ್ (NFPRC) ವತಿಯಿಂದ ನವದೆಹಲಿಯ ಇಂಡಿಯಾ ಹ್ಯಾಬಿಟಾಟ್ ಸೆಂಟರ್ನ ಗುಲ್ಮೋಹರ್ ಹಾಲ್ನಲ್ಲಿ ಸಂಸದರು ಹಾಗೂ ಶಾಸಕರಿಗಾಗಿ ಹವಾಮಾನ-ಸಹನಶೀಲ ಕೃಷಿ ಮತ್ತು ಶಾಸನಾತ್ಮಕ ಸಾಮರ್ಥ್ಯ ನಿರ್ಮಾಣ ಕುರಿತ ಮಹತ್ವದ ಕಾರ್ಯಾಗಾರವನ್ನು ಆಯೋಜಿಸಲಾಯಿತು.
ಕಾರ್ಯಾಗಾರದ ಮುಖ್ಯ ಉದ್ದೇಶ
ಈ ಕಾರ್ಯಾಗಾರವು ಹವಾಮಾನ ಬದಲಾವಣೆಯ ಸವಾಲುಗಳ ನಡುವೆ ಕೃಷಿ ಕ್ಷೇತ್ರವನ್ನು ಸ್ಥಿರಗೊಳಿಸುವುದು ಹಾಗೂ ಶಾಸಕರಲ್ಲಿ ಪರಿಣಾಮಕಾರಿ ನೀತಿ ರೂಪಣೆಗಾಗಿ ಅಗತ್ಯವಾದ ಸಾಮರ್ಥ್ಯವನ್ನು ವೃದ್ಧಿಸುವುದನ್ನು ಉದ್ದೇಶಿಸಿಕೊಂಡಿತ್ತು. ಬೆಳೆ ವಿಮೆ, ನೀರಾವರಿ, ಡಿಜಿಟಲ್ ಸಂವಹನ ಹಾಗೂ ಕೃಷಿ ಸ್ಥೈರ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಪ್ರಮುಖ ವಿಷಯಗಳ ಮೇಲೆ ಸಮಗ್ರ ಚರ್ಚೆ ನಡೆಯಿತು.

ರಾಜ್ಯಸಭಾ ಸದಸ್ಯರು ಹಾಗೂ ಎನ್ಎಫ್ಪಿಆರ್ಸಿ ಫೌಂಡೇಶನ್ ಅಧ್ಯಕ್ಷರಾದ ಶ್ರೀ ತರಣ್ ಚುಗ್ ಅವರು ಸಾಕ್ಷ್ಯಾಧಾರಿತ ನೀತಿ ರೂಪಣೆ, ಬೆಳೆ ವೈವಿಧ್ಯೀಕರಣ, ಜಲ ಸಂರಕ್ಷಣೆ ಮತ್ತು ವಿಮಾ ವ್ಯಾಪ್ತಿಯ ಮಹತ್ವವನ್ನು ವಿವರಿಸಿದರು. ಇವುಗಳು ಭಾರತದ ಕೃಷಿ ವ್ಯವಸ್ಥೆಯನ್ನು ಬಲಪಡಿಸಿ “ವಿಕಸಿತ ಭಾರತ@2047” ಗುರಿಯನ್ನು ಸಾಧಿಸಲು ನೆರವಾಗುತ್ತವೆ ಎಂದು ಹೇಳಿದರು.
ಕೃಷಿ ಸ್ಥೈರ್ಯ: ನೀತಿಯಿಂದ ಅನುಷ್ಠಾನವರೆಗೆ
ಕೃಷಿ ಆಯುಕ್ತರಾದ ಡಾ. ಪ್ರವೀಣ್ ಕುಮಾರ್ ಸಿಂಗ್ ಹಾಗೂ ಐಸಿಎಆರ್ನ ಉಪ ಮಹಾನಿರ್ದೇಶಕರಾದ ಡಾ. ರಾಜಬೀರ್ ಸಿಂಗ್ ಅವರು “ಕೃಷಿಯಲ್ಲಿ ಹವಾಮಾನ ಸ್ಥೈರ್ಯ: ನೀತಿಗಳಿಂದ ಕೊನೆಯ ಹಂತದ ಅನುಷ್ಠಾನವರೆಗೆ” ವಿಷಯದ ಮೇಲೆ ಮಾತನಾಡಿದರು.
ಅವರು ಪ್ರಾದೇಶಿಕ ಮಟ್ಟದ ಬೆಳೆ ವೈವಿಧ್ಯೀಕರಣ, ಹವಾಮಾನ-ಸಹನಶೀಲ ತಳಿಗಳು, ಜಲಾನಯನ ಅಭಿವೃದ್ಧಿ, ಮಳೆನೀರು ಸಂಗ್ರಹಣೆ, ಭೂಗರ್ಭ ಜಲ ಪುನರ್ಭರ್ತಿ ಮತ್ತು ಸೂಕ್ಷ್ಮ ನೀರಾವರಿಯ ಅಗತ್ಯವನ್ನು ವಿವರಿಸಿದರು. ಹವಾಮಾನ ಬದಲಾವಣೆಯಿಂದ ರೈತರಿಗೆ ಎದುರಾಗುವ ಅಪಾಯಗಳನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಈ ಕ್ರಮಗಳು ಅನಿವಾರ್ಯ ಎಂದು ಒತ್ತಿಹೇಳಿದರು.
ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ನವೋದ್ಯಮದ ಪಾತ್ರ
ಐಸಿಆರ್ಇಆರ್ನ ವಿಶಿಷ್ಟ ಪ್ರಾಧ್ಯಾಪಕರು ಹಾಗೂ ನೀತಿ ಆಯೋಗದ ಮಾಜಿ ಸದಸ್ಯರಾದ ಪ್ರೊ. ರಮೇಶ್ ಚಂದ್ ಅವರು “ವಿಸ್ತೃತ ಮಟ್ಟದಲ್ಲಿ ಕೃಷಿ ನವೋದ್ಯಮ” ಕುರಿತು ಮಾತನಾಡಿ, ತಂತ್ರಜ್ಞಾನ, ಹಣಕಾಸು ಮತ್ತು ಆಡಳಿತದ ಸಮನ್ವಯದ ಮಹತ್ವವನ್ನು ವಿವರಿಸಿದರು.
ಕೃತಕ ಬುದ್ಧಿಮತ್ತೆ (AI), ಡ್ರೋನ್ಗಳು ಮತ್ತು ಐಒಟಿ ಮುಂತಾದ ತಂತ್ರಜ್ಞಾನಗಳು ಕೃಷಿ ಸ್ಥೈರ್ಯವನ್ನು ಬಲಪಡಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವಹಿಸುತ್ತವೆ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ಸಂವಹನ ಮತ್ತು ಸಾಮಾಜಿಕ ಮಾಧ್ಯಮ ತಜ್ಞರಾದ ಶ್ರೀ ಅರುಣ್ ಯಾದವ್ ಅವರು ಡಿಜಿಟಲ್ ಸಂವಹನ ಕುರಿತ ಅಧಿವೇಶನವನ್ನು ನಡೆಸಿದರು.
ಸಾಮಾಜಿಕ ಮಾಧ್ಯಮ ವಿಶ್ಲೇಷಣೆ, ಪ್ರೇಕ್ಷಕರ ತೊಡಗಿಸಿಕೊಳ್ಳುವಿಕೆ, ತಪ್ಪುಮಾಹಿತಿ ಪತ್ತೆ, ಸೈಬರ್ ಭದ್ರತೆ, ಡೇಟಾ ಗೌಪ್ಯತೆ ಮತ್ತು ಜವಾಬ್ದಾರಿಯುತ ಎಐ ಬಳಕೆಯ ಕುರಿತು ಪ್ರಮುಖ ಮಾಹಿತಿಗಳನ್ನು ಹಂಚಿಕೊಂಡರು.
ಕಾರ್ಯಕ್ರಮದ ಕೊನೆಯಲ್ಲಿ ಎನ್ಎಫ್ಪಿಆರ್ಸಿ ಫೌಂಡೇಶನ್ ಮಂಡಳಿ ಸದಸ್ಯರಾದ ಡಾ. ಅಭಿನವ್ ಪ್ರಕಾಶ್ ಅವರು ಧನ್ಯವಾದಗಳನ್ನು ಸಲ್ಲಿಸಿದರು.

NFPRC Workshop on Climate-Resilient Agriculture and Legislative Capacity Building
New Delhi: The Nation First Policy Research and Change Foundation (NFPRC) organized a significant workshop at Gulmohar Hall, India Habitat Centre, New Delhi, focusing on climate-resilient agriculture and legislative capacity building for Members of Parliament and State Legislators.
Objective of the Workshop
The workshop aimed to strengthen the agricultural sector in the face of climate change challenges and enhance the capacity of legislators for effective policy-making. Key topics such as crop insurance, irrigation, digital communication, and agricultural resilience were discussed in detail.
Focus on Evidence-Based Policy Making
Rajya Sabha Member and NFPRC Foundation Chairman Tarun Chugh emphasized the importance of evidence-based policymaking, crop diversification, water conservation, and insurance coverage. He stated that these measures would strengthen India’s agricultural system and help achieve the vision of “Viksit Bharat@2047.”
Agricultural Resilience: From Policy to Implementation
Agriculture Commissioner Dr. Praveen Kumar Singh and ICAR Deputy Director General Dr. Rajbir Singh addressed the session on “Climate Resilience in Agriculture: From Policy to Last-Mile Implementation.”
They highlighted the importance of regional crop diversification, climate-resilient crop varieties, watershed development, rainwater harvesting, groundwater recharge, and micro-irrigation. They stressed that these measures are essential to reduce risks faced by farmers due to climate change.
Role of Technology and Innovation
Prof. Ramesh Chand, Distinguished Professor at ICRIER and former NITI Aayog member, spoke on “Scaling Agricultural Innovation.” He emphasized the role of technology, finance, and governance in strengthening agricultural resilience.
He also highlighted the importance of emerging technologies such as Artificial Intelligence (AI), drones, and IoT in agriculture.
Digital Communication and Cyber Awareness
Communication and social media expert Arun Yadav conducted a session on digital communication.
Key areas discussed included social media analytics, audience engagement, misinformation detection, cybersecurity, data privacy, and responsible use of AI.
