ಶಿವಮೊಗ್ಗ (Shivamogga) ಜಿಲ್ಲೆಯಲ್ಲಿ ಮಳೆಗಾಲ ಆರಂಭವಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಪ್ರವಾಸಿಗರ ಸುರಕ್ಷತೆಗೆ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ಜಿಲ್ಲಾಧಿಕಾರಿ ಪ್ರಭುಲಿಂಗ ಕವಳಿಕಟ್ಟಿ ಅವರು ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ.
ನದಿಗಳು, ಜಲಪಾತಗಳು, ಅಣೆಕಟ್ಟುಗಳು ಹಾಗೂ ಅರಣ್ಯ ಪ್ರದೇಶಗಳಿಗೆ ಪ್ರವಾಸಿಗರ ಸಂಖ್ಯೆಯು ಹೆಚ್ಚುತ್ತಿರುವುದರಿಂದ ಭಾರೀ ಮಳೆಯಿಂದ ಉಂಟಾಗುವ ಅಪಾಯಗಳನ್ನು ಗಮನಿಸಿ ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗಳು ಜಂಟಿಯಾಗಿ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ಅನುಸರಿಸಬೇಕೆಂದು ತಿಳಿಸಿದ್ದಾರೆ.
ಜಲಪಾತಗಳಲ್ಲಿ ನೀರಿನ ಹರಿವು ಹೆಚ್ಚಳ, ನದಿ ತೀರಗಳಲ್ಲಿ ನೀರಿನ ಮಟ್ಟ ಏರಿಕೆ, ಗುಡ್ಡ ಕುಸಿತ, ಮರ ಬೀಳುವಿಕೆ ಮತ್ತು ಜಾರಿ ಬೀಳುವ ಅಪಾಯಗಳನ್ನು ಮನಗಂಡು ಸಾರ್ವಜನಿಕರ ಜೀವ ರಕ್ಷಣೆಗೆ ಆದ್ಯತೆ ನೀಡಲಾಗಿದೆ. ಅಪಾಯಕಾರಿ ಸ್ಥಳಗಳಲ್ಲಿ “ಅಪಾಯ ಪ್ರದೇಶ”, “ನೀರಿನಲ್ಲಿ ಇಳಿಯಬೇಡಿ”, “ಸೆಲ್ಫಿ ತೆಗೆಯುವುದು ಅಪಾಯಕಾರಿ” ಹಾಗೂ “ಪ್ರವೇಶ ನಿಷೇಧಿತ ಪ್ರದೇಶ” ಎಂಬ ಎಚ್ಚರಿಕೆ ಫಲಕಗಳನ್ನು ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್ ಭಾಷೆಗಳಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಅಳವಡಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ.
ಎಚ್ಚರಿಕೆ ಫಲಕಗಳ ಅಳವಡಿಕೆ
ಅಪಾಯಕಾರಿ ಸ್ಥಳಗಳನ್ನು ಗುರುತಿಸಿ, ಅಲ್ಲಿ ಕನ್ನಡ ಮತ್ತು ಇಂಗ್ಲಿಷ್ ಭಾಷೆಗಳಲ್ಲಿ “ಅಪಾಯ ಪ್ರದೇಶ”, “ನೀರಿನಲ್ಲಿ ಇಳಿಯಬೇಡಿ”, “ಸೆಲ್ಫಿ ತೆಗೆಯುವುದು ಅಪಾಯಕಾರಿ” ಹಾಗೂ “ಪ್ರವೇಶ ನಿಷೇಧಿತ ಪ್ರದೇಶ” ಎಂಬ ಎಚ್ಚರಿಕೆಯ ನಾಮಫಲಕಗಳನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಅಳವಡಿಸಬೇಕು.

ಜಲಪಾತಗಳ ಅಂಚು, ಆಳವಾದ ನೀರಿನ ಪ್ರದೇಶಗಳು ಮತ್ತು ಜಾರಿ ಬೀಳುವ ಸಾಧ್ಯತೆ ಇರುವ ವೀಕ್ಷಣಾ ಸ್ಥಳಗಳಲ್ಲಿ ಬ್ಯಾರಿಕೇಡ್ ಹಾಗೂ ಸುರಕ್ಷತಾ ಬೇಲಿಗಳನ್ನು ನಿರ್ಮಿಸಬೇಕು.

ಪ್ರವಾಸಿಗರು ನಿಷೇಧಿತ ಪ್ರದೇಶಗಳಿಗೆ ಪ್ರವೇಶಿಸುವುದು, ಈಜುವುದು, ಅಪಾಯಕಾರಿ ಸೆಲ್ಫಿ/ರೀಲ್ಸ್ ಮಾಡುವುದು ಹಾಗೂ ಮದ್ಯಪಾನ ಮಾಡಿ ಪ್ರವಾಸಿ ಸ್ಥಳಗಳಿಗೆ ಬರುವುದನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ನಿಷೇಧಿಸಲಾಗಿದೆ.

ಪ್ರವಾಸಿಗರು ಹೆಚ್ಚಾಗಿ ಭೇಟಿ ನೀಡುವ ಶನಿವಾರ, ಭಾನುವಾರ ಹಾಗೂ ಸರ್ಕಾರಿ ರಜಾ ದಿನಗಳಲ್ಲಿ ಪೊಲೀಸ್, ಹೋಂ ಗಾರ್ಡ್ ಹಾಗೂ ಭದ್ರತಾ ಸಿಬ್ಬಂದಿಗಳನ್ನು ನಿಯೋಜಿಸಲಾಗುವುದು.
ಅಲರ್ಟ್ ಘೋಷಣೆಯಾದಾಗ ಪ್ರವೇಶ ಬಂದ್
ಹವಾಮಾನ ಇಲಾಖೆಯು ‘ಆರೆಂಜ್’ ಅಥವಾ ‘ರೆಡ್’ ಅಲರ್ಟ್ ನೀಡಿದ ಸಂದರ್ಭದಲ್ಲಿ ಜಲಪಾತಗಳು ಮತ್ತು ಟ್ರೆಕ್ಕಿಂಗ್ ಮಾರ್ಗಗಳಿಗೆ ಪ್ರವಾಸಿಗರ ಪ್ರವೇಶವನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ನಿರ್ಬಂಧಿಸಲಾಗುವುದು. ಅರಣ್ಯ ಇಲಾಖೆಯ ಅನುಮತಿ ಇಲ್ಲದೆ ಅನಧಿಕೃತ ಟ್ರೆಕ್ಕಿಂಗ್ ಹಾಗೂ ಕ್ಯಾಂಪಿಂಗ್ ಮಾಡುವಂತಿಲ್ಲ.
ರಕ್ಷಣಾ ತಂಡಗಳು
ಅಗ್ನಿಶಾಮಕ ಮತ್ತು ತುರ್ತು ಸೇವಾ ಇಲಾಖೆ ವತಿಯಿಂದ ರಕ್ಷಣಾ ಸಲಕರಣೆಗಳೊಂದಿಗೆ ತುರ್ತು ರಕ್ಷಣಾ ತಂಡಗಳನ್ನು ಸನ್ನದ್ಧ ಸ್ಥಿತಿಯಲ್ಲಿಡಲಾಗುವುದು. ಜಲಾವೃತ ಪ್ರದೇಶಗಳಲ್ಲಿ ಲೈಫ್ ಜಾಕೆಟ್ ಹಾಗೂ ತರಬೇತಿ ಪಡೆದ ಸಿಬ್ಬಂದಿ ಕಡ್ಡಾಯವಾಗಿ ಇರಲಿದ್ದಾರೆ.
ಆರೋಗ್ಯ ಇಲಾಖೆಯಿಂದ ಪ್ರವಾಸಿ ತಾಣಗಳ ಬಳಿ ಪ್ರಥಮ ಚಿಕಿತ್ಸೆ, ತುರ್ತು ವೈದ್ಯಕೀಯ ನೆರವು ಹಾಗೂ ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆ ಲಭ್ಯವಾಗುವಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ.
ಅಗತ್ಯವಿರುವ ಪ್ರವಾಸಿ ತಾಣಗಳಲ್ಲಿ ಸಿಸಿಟಿವಿ ಕ್ಯಾಮೆರಾ, ವಿಸಿಟರ್ಸ್ ರಿಜಿಸ್ಟರ್, ಪಬ್ಲಿಕ್ ಅನೌನ್ಸ್ಮೆಂಟ್ ಸಿಸ್ಟಮ್ ಹಾಗೂ ಕ್ಯುಆರ್ ಕೋಡ್ ಆಧಾರಿತ ತುರ್ತು ಸಂಪರ್ಕ ವ್ಯವಸ್ಥೆಯನ್ನು ಕಲ್ಪಿಸಲಾಗುವುದು.
ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಜವಾಬ್ದಾರಿ
ಗ್ರಾಮ ಪಂಚಾಯತ್ ಹಾಗೂ ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಪ್ರವಾಸಿ ತಾಣಗಳಲ್ಲಿ ಸ್ವಚ್ಛತೆ, ಶೌಚಾಲಯ, ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ಮತ್ತು ವಾಹನ ನಿಲುಗಡೆ ವ್ಯವಸ್ಥೆಯನ್ನು ನೋಡಿಕೊಳ್ಳಬೇಕು. ರಸ್ತೆಗಳಲ್ಲಿನ ಗುಂಡಿ ಬಿದ್ದಿರುವ ಜಾಗ ಮತ್ತು ಭೂಕುಸಿತದ ಅಪಾಯವಿರುವ ಸ್ಥಳಗಳನ್ನು ತಕ್ಷಣ ಸರಿಪಡಿಸಬೇಕು.
ವಿಶೇಷ ಸೂಚನೆ
ಹೋಂಸ್ಟೇ, ರೆಸಾರ್ಟ್ ಹಾಗೂ ಟ್ರಾವೆಲ್ ಏಜೆನ್ಸಿಗಳು ಪ್ರವಾಸಿಗರಿಗೆ ಮಳೆಗಾಲದ ಸುರಕ್ಷತಾ ನಿಯಮಗಳ ಬಗ್ಗೆ ಕಡ್ಡಾಯವಾಗಿ ಮಾಹಿತಿ ನೀಡಬೇಕು.
ರಾತ್ರಿ ಸಮಯದಲ್ಲಿ ಅಪಾಯಕಾರಿ ಪ್ರದೇಶಗಳಿಗೆ ಪ್ರವೇಶವನ್ನು ನಿರ್ಬಂಧಿಸಲಾಗುವುದು. ಪ್ರವಾಸಿಗರ ಅನುಕೂಲಕ್ಕಾಗಿ ಪೊಲೀಸ್, ಅಗ್ನಿಶಾಮಕ ದಳ, ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇರಿದಂತೆ ತುರ್ತು ದೂರವಾಣಿ ಸಂಖ್ಯೆಗಳನ್ನು ಪ್ರವಾಸಿ ತಾಣಗಳಲ್ಲಿ ಪ್ರದರ್ಶಿಸಲು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಆದೇಶಿಸಿದ್ದಾರೆ.
Tourist Advisory During Monsoon: Strict Measures Enforced in Shivamogga District
In view of the onset of the monsoon season, Shivamogga District Administration has initiated strict measures to ensure the safety of tourists. Deputy Commissioner Prabhulinga Kavalikatti has directed officials to implement precautionary actions considering the rising number of visitors to rivers, waterfalls, dams, and forest areas.
Due to heavy rainfall and associated risks, all concerned departments have been instructed to work in coordination and take preventive measures. The administration has prioritized public safety in light of increased water flow in waterfalls, rising river levels, potential landslides, falling trees, and slippery conditions.
Installation of Warning Signboards
Danger-prone areas will be identified, and mandatory warning signboards in Kannada and English will be installed with messages such as “Danger Zone,” “Do Not Enter Water,” “Taking Selfies is Risky,” and “Entry Prohibited.”
Barricades and Safety Fencing
Barricades and protective fencing will be installed near waterfall edges, deep water zones, and slippery viewpoints to prevent accidents.
Strict Restrictions
Entry into prohibited areas, swimming, taking risky selfies or reels, and visiting tourist spots under the influence of alcohol are strictly banned.
Enhanced Security
Additional police, home guards, and security personnel will be deployed on weekends and public holidays when tourist footfall is high.
Entry Ban During Alerts
During ‘Orange’ or ‘Red’ alerts issued by the Meteorological Department, tourist entry to waterfalls and trekking routes will be temporarily restricted. Unauthorized trekking and camping without forest department permission are prohibited.
Rescue Preparedness
Emergency rescue teams from the Fire and Emergency Services Department will be kept on standby with necessary equipment. Life jackets and trained personnel will be deployed in waterlogged areas.
The Health Department has made arrangements to provide first aid, emergency medical assistance, and ambulance services near tourist spots.
Necessary tourist locations will be equipped with CCTV cameras, visitor registers, public announcement systems, and QR code-based emergency contact systems.
Responsibility of Local Bodies
Gram Panchayats and urban local bodies have been directed to ensure cleanliness, toilet facilities, waste management, and parking arrangements at tourist spots. Damaged roads and landslide-prone areas must be repaired immediately.
Special Instructions
Homestays, resorts, and travel agencies must inform tourists about monsoon safety guidelines. Entry to dangerous areas during night hours will be restricted. Emergency contact numbers, including police, fire services, and ambulance, must be displayed prominently at tourist locations.
