ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರವು ಆಡಳಿತದಲ್ಲಿ ಸಂಪೂರ್ಣವಾಗಿ ವಿಫಲವಾಗಿದ್ದು, ನೇಮಕಾತಿ ಪ್ರಕ್ರಿಯೆಗಳು, ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳು ಹಾಗೂ ಯುವಜನರ ಭವಿಷ್ಯದೊಂದಿಗೆ ಚೆಲ್ಲಾಟ ನಡೆಸುತ್ತಿದೆ ಎಂದು ವಿಧಾನಪರಿಷತ್ ಸದಸ್ಯ ಡಾ. ಧನಂಜಯ ಸರ್ಜಿ ಶಿವಮೊಗ್ಗದಲ್ಲಿ (Shivamogga) ತೀವ್ರ ವಾಗ್ದಾಳಿ ನಡೆಸಿದರು
ಜಿಲ್ಲಾ ಬಿಜೆಪಿ ಕಚೇರಿಯಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ರಾಜ್ಯ ಸರ್ಕಾರದ ವಿರುದ್ಧ ಹಲವು ಗಂಭೀರ ಆರೋಪಗಳನ್ನು ಮಾಡಿದರು.
ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ಧ ನೀಟ್ ಪರೀಕ್ಷೆ ವಿಚಾರವಾಗಿ ಪ್ರಶ್ನೆಗಳನ್ನು ಎತ್ತುವ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ತಮ್ಮ ಮನೆಯಲ್ಲಿರುವ ಸಮಸ್ಯೆಗಳನ್ನು ಕಡೆಗಣಿಸಿ, ಪಕ್ಕದ ಮನೆಯ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಮಾತನಾಡುವವರಂತಿದ್ದಾರೆ ಎಂದು ವ್ಯಂಗ್ಯವಾಡಿದರು.
ರಾಜ್ಯದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಅಧಿಕಾರಕ್ಕೆ ಬಂದು 38 ತಿಂಗಳು ಕಳೆದಿದ್ದರೂ ಮೂರು ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಉದ್ಯೋಗಾಕಾಂಕ್ಷಿಗಳಿಗೆ ಉದ್ಯೋಗ ನೀಡುವಲ್ಲಿ ಸಂಪೂರ್ಣ ವಿಫಲವಾಗಿದೆ. ಈ ಅವಧಿಯಲ್ಲಿ ನಡೆದ ಬಹುತೇಕ ಎಲ್ಲಾ ನೇಮಕಾತಿ ಪರೀಕ್ಷೆಗಳಲ್ಲೂ ಹಗರಣಗಳು ಮತ್ತು ಅವ್ಯವಸ್ಥೆಗಳು ನಡೆದಿವೆ ಎಂದು ಆರೋಪಿಸಿದರು.
ಉದ್ಯೋಗಾಕಾಂಕ್ಷಿಗಳು ನ್ಯಾಯಸಮ್ಮತ ನೇಮಕಾತಿಗಾಗಿ ಈಗಾಗಲೇ ಹತ್ತು ಬಾರಿ ರಾಜ್ಯದಾದ್ಯಂತ ಹೋರಾಟ ನಡೆಸಿದ್ದರೂ ಸರ್ಕಾರ ಯಾವುದೇ ಸ್ಪಂದನೆ ನೀಡದೆ, ತನ್ನದೇ ದಾರಿಯಲ್ಲಿ ನಡೆಯುತ್ತಿದೆ ಎಂದು ಡಾ. ಧನಂಜಯ ಸರ್ಜಿ (Dr. Dhananjaya Sarji) ಟೀಕಿಸಿದರು.
ರಾಜ್ಯ ಸರ್ಕಾರವು ಯುವಜನರನ್ನು ಉದ್ಯೋಗದ ಬದಲು ಮಾದಕದ್ರವ್ಯಗಳ ಕಡೆಗೆ ತಳ್ಳುತ್ತಿದ್ದು, ವಿರೋಧ ಪಕ್ಷಗಳ ವಿರುದ್ಧ ಆಧಾರರಹಿತ ಆರೋಪಗಳನ್ನು ಮಾಡುತ್ತಾ ರಾಜ್ಯದ ಭವಿಷ್ಯವನ್ನು ಹಾಳು ಮಾಡುತ್ತಿದೆ ಎಂದು ಹೇಳಿದರು.
ಕೆಎಎಸ್ ಸೇರಿದಂತೆ ಪ್ರಮುಖ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ನಿರಂತರ ಗೊಂದಲಗಳು ಉಂಟಾಗಿವೆ. ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಸೋರಿಕೆ ಪ್ರಕರಣಗಳ ಜೊತೆಗೆ, ಇಂಗ್ಲಿಷ್ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಸರಿಯಾಗಿದ್ದರೂ ಕನ್ನಡ ಅನುವಾದದಲ್ಲಿ ಮೊದಲ ಪರೀಕ್ಷೆಯಲ್ಲಿ 92 ಪ್ರಶ್ನೆಗಳಲ್ಲಿ ದೋಷಗಳು ಕಂಡುಬಂದಿದ್ದವು. ಬಳಿಕ ಪರೀಕ್ಷೆಯನ್ನು ಮರುನಡೆಸಿದಾಗ ಕನ್ನಡ ಅನುವಾದದಲ್ಲಿ 112 ಪ್ರಶ್ನೆಗಳಲ್ಲಿ ತಪ್ಪುಗಳು ಪತ್ತೆಯಾಗಿದ್ದು, ಕನ್ನಡ ಮಾಧ್ಯಮದ ವಿದ್ಯಾರ್ಥಿಗಳು ಉತ್ತೀರ್ಣರಾಗದಂತೆ ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಮಾಡಲಾಗಿದೆ ಎಂಬ ಅನುಮಾನ ಮೂಡಿಸಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು.
ಇಂಗ್ಲಿಷ್ ಮಾಧ್ಯಮದಲ್ಲಿ ಪರೀಕ್ಷೆ ಬರೆದವರು ಹೆಚ್ಚಿನ ಹಣ ನೀಡುತ್ತಾರೆ, ಕನ್ನಡ ಮಾಧ್ಯಮದ ಅಭ್ಯರ್ಥಿಗಳು ಹಣ ನೀಡುವುದಿಲ್ಲ ಎಂಬ ಮನೋಭಾವ ಸರ್ಕಾರದಲ್ಲಿದೆ ಎಂದು ಅವರು ಕಿಡಿಕಾರಿದರು.
ಸರ್ಕಾರವು ಪರೀಕ್ಷೆಗಳನ್ನು ನಡೆಸಿದರೂ ಇಂದಿನವರೆಗೂ ನೇಮಕಾತಿ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಿಲ್ಲ. ಸಿಟಿಒ, ಸಹಾಯಕ ಕಾರ್ಯನಿರ್ವಾಹಕ ಅಭಿಯಂತರ (ಎಇಇ), ಎಡಿಎಲ್ಆರ್ ಕ್ಲಾಸ್–ಬಿ ಸೇರಿದಂತೆ ಹಲವು ನೇಮಕಾತಿ ಪರೀಕ್ಷೆಗಳಲ್ಲೂ ಗೊಂದಲ ಉಂಟುಮಾಡಲಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.

ಪಶುವೈದ್ಯರ ನೇಮಕಾತಿಯಲ್ಲಿ 600 ಅಭ್ಯರ್ಥಿಗಳ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸಿ, ಅವರಲ್ಲಿ 400 ಅಭ್ಯರ್ಥಿಗಳಿಂದ ತಲಾ ₹80 ಲಕ್ಷ ಹಣ ಪಡೆಯಲು ಒತ್ತಡ ಹೇರಲಾಗಿದೆ ಎಂಬ ಆರೋಪವನ್ನೂ ಅವರು ಮಾಡಿದರು. ಈ ಪ್ರಕ್ರಿಯೆ ಹಿಂದಿನ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಗೃಹ ಕಚೇರಿಯಲ್ಲಿಯೇ ನಡೆದಿತ್ತೆಂದು ಆರೋಪಿಸಿದ ಅವರು, ಫಲಿತಾಂಶವನ್ನು ತಕ್ಷಣ ಪ್ರಕಟಿಸಿದ್ದರೆ ಅಭ್ಯರ್ಥಿಗಳು ಯಾವುದೇ ಹಣ ನೀಡುವ ಪರಿಸ್ಥಿತಿ ಬರುತ್ತಿರಲಿಲ್ಲ ಎಂದರು. ಬದಲಾಗಿ ಉತ್ತೀರ್ಣರಾದ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ಸಂಪರ್ಕಿಸಿ ಹಣದ ಬೇಡಿಕೆ ಇಟ್ಟಿರುವುದು ಭ್ರಷ್ಟಾಚಾರದ ಸ್ಪಷ್ಟ ಉದಾಹರಣೆಯಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.
ಪ್ರಾಧ್ಯಾಪಕರ ನೇಮಕಾತಿ, ಪಿಡಿಒ, ಎಇ, ಜೆಇ ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ನೇಮಕಾತಿಗಳಲ್ಲೂ ಸರ್ಕಾರ ಗೊಂದಲ ಸೃಷ್ಟಿಸಿದೆ ಎಂದು ಆರೋಪಿಸಿದ ಅವರು, ಕೃಷಿ ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳಿಂದ ಕೃಷಿ ಸಹಾಯಕರ ನೇಮಕಾತಿವರೆಗಿನ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಒಎಂಆರ್ ಶೀಟ್ಗಳನ್ನು ತಿದ್ದುಪಡಿ ಮಾಡಿ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಅನ್ಯಾಯ ಮಾಡಲಾಗಿದೆ ಎಂದು ದೂರಿದರು.
ಆಗಸ್ಟ್ 2, 2026ರಂದು ನಡೆದ ಪೊಲೀಸ್ ಕಾನ್ಸ್ಟೇಬಲ್ ನೇಮಕಾತಿ ಪರೀಕ್ಷೆಯಲ್ಲೂ ಹಲವು ಅಕ್ರಮಗಳು ನಡೆದಿವೆ ಎಂದು ಆರೋಪಿಸಿದ ಅವರು, ಬೆಳಿಗ್ಗೆ 10.30ಕ್ಕೆ ನೀಡಬೇಕಿದ್ದ ಪ್ರಶ್ನೆಪತ್ರಿಕೆಗಳನ್ನು ಕೆಲ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳಲ್ಲಿ 11.30ರವರೆಗೆ ವಿಳಂಬವಾಗಿ ವಿತರಿಸಲಾಗಿದೆ. ಇದರಿಂದ ಅಭ್ಯರ್ಥಿಗಳು ಉತ್ತೀರ್ಣರಾಗದಂತೆ ಉದ್ದೇಶಪೂರ್ವಕ ಗೊಂದಲ ಸೃಷ್ಟಿಸಲಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.
ಒಎಂಆರ್ ಶೀಟ್ ಮತ್ತು ಪ್ರಶ್ನೆಪತ್ರಿಕೆಯಲ್ಲಿ ಒಂದೇ ಸಂಖ್ಯೆಯಿರಬೇಕು ಎಂಬ ನಿಯಮವಿದ್ದರೂ, ಅನೇಕ ಕಡೆ ಸಂಖ್ಯೆಗಳ ವ್ಯತ್ಯಾಸ ಕಂಡುಬಂದಿದೆ. ಅಲ್ಲದೆ ಕೇವಲ ಐದು ನಿಮಿಷ ತಡವಾಗಿ ಬಂದ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಪರೀಕ್ಷೆ ಬರೆಯಲು ಅವಕಾಶ ನೀಡದೆ ಅನ್ಯಾಯ ಮಾಡಲಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು.
2004ರಲ್ಲಿ ಪಿ.ಸಿ. ಹೋಟಾ ಸಮಿತಿಯು ನೀಡಿದ ವರದಿಯನ್ನು 2016ರಲ್ಲಿ ಅಂದಿನ ಕಾನೂನು ಸಚಿವ ಟಿ.ಬಿ. ಜಯಚಂದ್ರ ಸ್ವೀಕರಿಸಿದ್ದರೂ, ಮೂರು ವರ್ಷಗಳಿಂದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ. ಪಿ.ಸಿ. ಹೋಟಾ ಸಮಿತಿಯ ಶಿಫಾರಸುಗಳು ಹಾಗೂ ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ ವೀರಪ್ಪ ಮೊಯ್ಲಿ ನೇತೃತ್ವದಲ್ಲಿ ಯುಪಿಎ ಅವಧಿಯಲ್ಲಿ ಸೂಚಿಸಲಾದ ಸುಧಾರಣೆಗಳನ್ನೂ ಜಾರಿಗೆ ತರದಿರುವುದು ಸರ್ಕಾರದ ನಿರ್ಲಕ್ಷ್ಯವನ್ನು ತೋರಿಸುತ್ತದೆ ಎಂದು ಹೇಳಿದರು.
ಕೆಪಿಎಸ್ಸಿಯನ್ನು ವಿಸರ್ಜಿಸಬೇಕು ಎಂಬ ಬೇಡಿಕೆಗಳು ಕೇಳಿಬರುತ್ತಿವೆ. ಆದರೆ ಕಾನೂನಿನ ಪ್ರಕಾರ ಕೆಪಿಎಸ್ಸಿಯನ್ನು ವಿಸರ್ಜಿಸುವುದು ಸಾಧ್ಯವಿಲ್ಲ. ಅದರ ಬದಲಿಗೆ ಅಗತ್ಯ ಪರಿಷ್ಕರಣೆಗಳನ್ನು ಮಾಡುವ ಅಧಿಕಾರ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕಿದ್ದು, ಸರ್ಕಾರ ಅದನ್ನು ಮಾಡದೆ ಕೇವಲ ಹೇಳಿಕೆಗಳಿಗೆ ಸೀಮಿತವಾಗಿದೆ ಎಂದು ಟೀಕಿಸಿದರು.
ಕೆಇಎ ಹಾಗೂ ಎಸ್ಎಸ್ಎಲ್ಸಿ ಪರೀಕ್ಷೆಗಳಲ್ಲಿಯೂ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಸೋರಿಕೆ ಹಾಗೂ ಅವ್ಯವಸ್ಥೆಗಳು ನಡೆದಿವೆ. ಈ ಎಲ್ಲ ಬೆಳವಣಿಗೆಗಳ ಬಗ್ಗೆ ಸರ್ಕಾರ ಯಾವುದೇ ಗಂಭೀರ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ ಎಂದು ದೂರಿದ ಅವರು, ಯುವಜನತೆಗೆ ಉದ್ಯೋಗದ ಬದಲು ಡ್ರಗ್ಸ್ ಹಾಗೂ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಹಗರಣಗಳ ಮೂಲಕ ರಾಜ್ಯದ ಭವಿಷ್ಯಕ್ಕೆ ಬೆಂಕಿ ಹಚ್ಚುವ ಕೆಲಸವನ್ನು ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಮಾಡುತ್ತಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು.

Shivamogga : Karnataka Government Has Failed in Governance: Dr. Dhananjaya Sarji
Karnataka Legislative Council Member Dr. Dhananjaya Sarji on Wednesday alleged that the Congress government in the state has completely failed in governance and has jeopardized the future of lakhs of youth through irregularities in recruitment processes and competitive examinations.
Addressing a press conference at the District BJP office, Dr. Sarji levelled a series of allegations against the state government, accusing it of mismanagement, corruption, and administrative failure.
Referring to the ongoing debate over the NEET examination, he criticized Congress leaders for questioning the Union Government while ignoring issues within the state. He remarked that instead of addressing their own shortcomings, they were focusing on matters elsewhere.
Dr. Sarji alleged that despite completing 38 months in office, the Congress government has failed to provide employment to over three lakh job aspirants. He claimed that almost every recruitment examination conducted during this period has been surrounded by controversy and irregularities.
He said job aspirants had staged nearly ten protests across Karnataka demanding fair recruitment, but the government had failed to respond to their concerns and continued to function without addressing their grievances.
Accusing the government of neglecting the interests of youth, he alleged that it was destroying their future while making baseless allegations against the Opposition.
Highlighting the Karnataka Administrative Service (KAS) examinations, Dr. Sarji alleged that repeated lapses had occurred, including question paper leaks and serious translation errors. According to him, while the English version of the question paper was accurate, the Kannada translation initially contained errors in 92 questions. After the examination was cancelled and reconducted, the revised Kannada paper allegedly contained errors in 112 questions. He claimed this had severely affected Kannada-medium candidates.
He further alleged that the government had not completed several recruitment processes despite conducting examinations, including those for Commercial Tax Officers (CTO), Assistant Executive Engineers (AEE), and ADLR Class-B posts.
Dr. Sarji also made allegations regarding the recruitment of veterinary officers, claiming that a list of 600 candidates had been prepared and that 400 of them were allegedly asked to pay ₹80 lakh each for appointments. He alleged that the process was linked to the office of a former Chief Minister and claimed that withholding the selection list created opportunities for corruption.
He further alleged irregularities in the recruitment of professors, PDOs, Assistant Engineers (AE), Junior Engineers (JE), and agriculture department posts. According to him, OMR sheets were manipulated in certain recruitment examinations, causing injustice to deserving candidates.
Referring to the Police Constable recruitment examination held on August 2, 2026, he alleged that question papers were distributed late at some examination centres, reducing the time available for candidates. He also claimed that OMR sheet numbers did not match the corresponding question paper numbers in some cases and alleged that candidates arriving only a few minutes late were denied entry.
Dr. Sarji criticized the state government for not implementing the recommendations of the P.C. Hota Committee, originally submitted in 2004 and later accepted during the previous Congress administration. He said successive governments had failed to introduce meaningful reforms to strengthen the Karnataka Public Service Commission (KPSC).
Responding to demands for dissolving the KPSC, he said such a move was not legally feasible. Instead, he urged the state government to implement institutional reforms based on the P.C. Hota Committee recommendations and other administrative reform proposals.
He also alleged irregularities in examinations conducted by the Karnataka Examinations Authority (KEA) and claimed that question paper leak incidents in SSLC examinations reflected the government’s failure to safeguard the integrity of the examination system.
Concluding the press conference, Dr. Sarji accused the Congress government of damaging the future of Karnataka’s youth through recruitment irregularities, examination mismanagement, and administrative failures.
