ಯುವಜನರ ಸಬಲೀಕರಣ ಹಾಗೂ ಉದ್ಯೋಗಾವಕಾಶ ವೃದ್ಧಿಯನ್ನು ಗುರಿಯಾಗಿಸಿಕೊಂಡು ಕೇಂದ್ರ ಸರ್ಕಾರ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಕ್ಷೇತ್ರಕ್ಕೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡುತ್ತಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ‘ರಾಷ್ಟ್ರೀಯ ಅಪ್ರೆಂಟಿಸ್ಷಿಪ್ ಪ್ರೋತ್ಸಾಹಕ ಯೋಜನೆ–2’ (NAPS-2) ಅಡಿಯಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಪ್ರಗತಿ ಹಾಗೂ ರಾಜ್ಯದ ಪಾಲಿನ ನೆರವು ಕುರಿತು (Shivamogga) ಶಿವಮೊಗ್ಗ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರದ ಸಂಸದ ಬಿ.ವೈ. ರಾಘವೇಂದ್ರ (B.Y. Raghavendra) ಅವರು ಸಂಸತ್ತಿನಲ್ಲಿ ವಿಷಯ ಪ್ರಸ್ತಾಪಿಸಿದರು.
ಈ ಕುರಿತು ಕೇಂದ್ರ ಸರ್ಕಾರ ನೀಡಿದ ಅಧಿಕೃತ ಮಾಹಿತಿಯ ಪ್ರಕಾರ, ಕರ್ನಾಟಕದಲ್ಲಿ ಇದುವರೆಗೆ ಒಟ್ಟು 4,47,703 ಯುವಕ-ಯುವತಿಯರು ಅಪ್ರೆಂಟಿಸ್ ತರಬೇತಿಗೆ ಸೇರ್ಪಡೆಗೊಂಡಿದ್ದು, ರಾಜ್ಯದಲ್ಲಿ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಕಾರ್ಯಕ್ರಮಗಳು ವೇಗವಾಗಿ ಜಾರಿಯಲ್ಲಿವೆ. ಜುಲೈ 2023ರಿಂದ ಡೈರೆಕ್ಟ್ ಬೆನಿಫಿಟ್ ಟ್ರಾನ್ಸ್ಫರ್ (DBT) ವ್ಯವಸ್ಥೆಯ ಮೂಲಕ ಅರ್ಹ ಫಲಾನುಭವಿಗಳ ಬ್ಯಾಂಕ್ ಖಾತೆಗಳಿಗೆ ಒಟ್ಟು ₹98.78 ಕೋಟಿ ಮೊತ್ತವನ್ನು ಕನಿಷ್ಠ ವೇತನ ನೆರವಿನ ರೂಪದಲ್ಲಿ ನೇರವಾಗಿ ಜಮೆ ಮಾಡಲಾಗಿದೆ.

ಕೇಂದ್ರ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಸಚಿವ ಜಯಂತ್ ಚೌಧರಿ ಅವರು ಈ ಸಂಬಂಧ ಸಂಸದ ರಾಘವೇಂದ್ರ ಅವರಿಗೆ ರಾಜ್ಯವಾರು ಮತ್ತು ಜಿಲ್ಲಾವಾರು ವಿವರಗಳೊಂದಿಗೆ ಮಾಹಿತಿ ಒದಗಿಸಿದ್ದು, ಯೋಜನೆಯ ಪರಿಣಾಮಕಾರಿ ಜಾರಿಗೆ ಸಂಬಂಧಿಸಿದ ಅಂಕಿಅಂಶಗಳನ್ನು ಹಂಚಿಕೊಂಡಿದ್ದಾರೆ.
ಅಪ್ರೆಂಟಿಸ್ ತರಬೇತಿ ಪೂರ್ಣಗೊಳಿಸಿದ ಯುವಕರಲ್ಲಿ ಶೇ.72ರಷ್ಟು ಅಭ್ಯರ್ಥಿಗಳು ಉದ್ಯೋಗ ಪಡೆದಿದ್ದಾರೆ ಎಂಬುದು ಅರುಣ್ ಜೇಟ್ಲಿ ನ್ಯಾಷನಲ್ ಇನ್ಸ್ಟಿಟ್ಯೂಟ್ ಆಫ್ ಫೈನಾನ್ಷಿಯಲ್ ಮ್ಯಾನೇಜ್ಮೆಂಟ್ (AJNIFM) ನಡೆಸಿದ ಅಧ್ಯಯನದಿಂದ ತಿಳಿದುಬಂದಿದೆ. ಇದೇ ವೇಳೆ, ತರಬೇತಿದಾರರ ಕನಿಷ್ಠ ವೇತನವನ್ನು ಜೀವನ ವೆಚ್ಚ ಸೂಚ್ಯಂಕ (CPI) ಆಧಾರದಲ್ಲಿ ಪರಿಷ್ಕರಿಸಿ, 2025ರ ಸೆಪ್ಟೆಂಬರ್ 11ರಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಅಧಿಕೃತ ಗೆಜೆಟ್ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.

ಇನ್ನು ಅಪ್ರೆಂಟಿಸ್ಷಿಪ್ ಅನ್ನು ಶೈಕ್ಷಣಿಕ ಪದವಿಗಳೊಂದಿಗೆ ಸಂಯೋಜಿಸುವ AEDP (Apprenticeship Embedded Degree Programme) ಯೋಜನೆ ಯುವಜನರ ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ಹೆಚ್ಚಿಸಲು ಪ್ರಮುಖ ಮೈಲಿಗಲ್ಲಾಗಿ ಹೊರಹೊಮ್ಮುತ್ತಿದೆ ಎಂದು ಸಂಸದ ರಾಘವೇಂದ್ರ ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.
ಶಿವಮೊಗ್ಗ ಮತ್ತು ಮಲೆನಾಡು ಭಾಗಕ್ಕೆ ವಿಶೇಷ ಒತ್ತು
ಶಿವಮೊಗ್ಗ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರ ಹಾಗೂ ಮಲೆನಾಡು ಪ್ರದೇಶಗಳಲ್ಲಿ NAPS-2 ಯೋಜನೆಯ ಪೂರ್ಣ ಪ್ರಯೋಜನವನ್ನು ಸ್ಥಳೀಯ ಯುವಕರು ಪಡೆಯುವಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದು ಸಂಸದರು ತಿಳಿಸಿದ್ದಾರೆ. ಪ್ರಸ್ತುತ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯಲ್ಲಿ 56 ನೋಂದಾಯಿತ ಸಂಸ್ಥೆಗಳ ಮೂಲಕ 882 ಯುವಕರು ಅಪ್ರೆಂಟಿಸ್ ತರಬೇತಿ ಪಡೆಯುತ್ತಿದ್ದಾರೆ.
ಪ್ರಧಾನಮಂತ್ರಿ ರಾಷ್ಟ್ರೀಯ ಅಪ್ರೆಂಟಿಸ್ ಮೇಳಗಳನ್ನು (PMNAM) ಇನ್ನಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಆಯೋಜಿಸಲು ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಸಮನ್ವಯ ಸಾಧಿಸಲಾಗುವುದು ಎಂದು ಅವರು ಹೇಳಿದರು.
ಸ್ಥಳೀಯ ಆರ್ಥಿಕತೆಗೆ ಹೊಂದಿಕೊಂಡ ಉದ್ಯೋಗಾವಕಾಶಗಳು
ಶಿವಮೊಗ್ಗವನ್ನು ಬೆಂಗಳೂರು ಅಥವಾ ಬಳ್ಳಾರಿ ದೊಡ್ಡ ಕೈಗಾರಿಕಾ ನಗರಗಳೊಂದಿಗೆ ಹೋಲಿಸುವ ಬದಲು, ಜಿಲ್ಲೆಯ ವಾಸ್ತವ ಪರಿಸ್ಥಿತಿಗೆ ತಕ್ಕಂತೆ ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ರೂಪಿಸುವ ಅಗತ್ಯವಿದೆ ಎಂದು ಸಂಸದರು ತಿಳಿಸಿದ್ದಾರೆ. ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ (IT), ನವೀಕರಿಸಬಹುದಾದ ಇಂಧನ, ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನ ಹಾಗೂ ಸಣ್ಣ ಮತ್ತು ಮಧ್ಯಮ ಪ್ರಮಾಣದ ಕೈಗಾರಿಕೆಗಳು (MSME) ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಗ್ರಾಮೀಣ ಯುವಕರಿಗೆ ಹೆಚ್ಚಿನ ಅವಕಾಶಗಳನ್ನು ಸೃಷ್ಟಿಸುವತ್ತ ಗಮನ ಹರಿಸಲಾಗುತ್ತಿದೆ.

Push to expand scheme in Shivamogga and rural regions
In a significant push towards youth empowerment and employment generation, the Central Government has prioritised skill development initiatives and extended direct financial support under key schemes. Highlighting this in Parliament, Shivamogga Lok Sabha MP B.Y. Raghavendra raised the issue and sought details on implementation in Karnataka.
According to official data provided by the Centre, Karnataka has witnessed notable progress under the National Apprenticeship Promotion Scheme-2 (NAPS-2). A total of 447,703 youth across the state have been enrolled in apprenticeship training so far, reflecting strong momentum in skill development efforts.
Since July 2023, the Central Government has disbursed ₹98.78 crore directly to eligible beneficiaries in Karnataka through the Direct Benefit Transfer (DBT) system, supporting minimum stipend payments to apprentices.
Union Minister for Skill Development and Entrepreneurship, Jayant Chaudhary, shared detailed state-wise and district-wise data with MP Raghavendra, outlining the scheme’s implementation and outcomes.
A study conducted by the Arun Jaitley National Institute of Financial Management (AJNIFM) reveals that nearly 72% of candidates who completed apprenticeship training have secured employment, underlining the effectiveness of the programme. Additionally, the Centre revised minimum stipend rates based on the Consumer Price Index (CPI), issuing an official gazette notification on September 11, 2025.
The Apprenticeship Embedded Degree Programme (AEDP), which integrates academic degrees with hands-on training, is emerging as a major step toward enhancing employability among youth, Raghavendra noted.
Focus on Shivamogga and Rural Regions
Emphasising regional development, the MP stated that special efforts will be made to ensure that youth in Shivamogga and the Malnad region fully benefit from NAPS-2. Currently, 882 apprentices are undergoing training through 56 registered establishments in Shivamogga district.
He also stressed the need to organise Pradhan Mantri National Apprenticeship Melas (PMNAM) more effectively, with better coordination between Central and State authorities.
Localised Employment Opportunities
Rather than comparing Shivamogga with major industrial hubs like Bengaluru or Ballari, Raghavendra highlighted the importance of developing opportunities aligned with local conditions. Focus sectors include Information Technology (IT), renewable energy, biotechnology, and Micro, Small and Medium Enterprises (MSMEs), particularly to benefit rural youth.
